Worrying trend of pending cases in Arunachal
Lohit, East Siang tops the crime graph

ITANAGAR, Nov 2: The number of pending cases, both civil and criminal in various courts of Arunachal is quite high. As per the data available with this daily, it seems that over the years even though crime graph has risen, not many accused have been punished.
Data collected from Law & Judicial Department and Arunachal Pradesh Police (APP) presents gloomy picture in this regard. The total numbers of pending cases in the state including civil 2129 and criminal 7522 is 9651. The Chief Judicial Magistrate cum Civil Judge (Sr. Div) Yupia has the highest pending criminal cases (3919) followed by Chief Judicial Magistrate cum Civil Judge (Sr. Div) Seppa (1100 cases) and Judicial Magistrate First Class cum Civil Judge (Jr. Div) Daporijo(935 cases).
Chief Judicial Magistrate cum Civil Judge (Sr. Div) Yupia also has distinction of
having the highest pending cases of both criminal and civil number numbering 4442.
Judicial Magistrate First Class cum Civil Judge (Jr. Div) Yingkiong has lowest pending

Also, it is seen that number of crime incidents has increased considerable in the last decade. As per the crime graph of Arunachal sourced from Arunachal Pradesh Police starting from the year 2005 to 2013, rape and kidnapping have witnessed massive increase. In the year 2005, thirty five cases of rape and 58 case of kidnapping were reported in the state.
In 2013, rape incident rose to 75 and kidnapping to 142.

As per the police source, the presence of large number of community, clan and area based organizations/student unions is contributing to this rise.
When we consider the serious crimes like murder, rape and kidnapping, it throws up interesting facts.
As per the data of APP, the East Siang district has registered highest rape case followed closely by Capital City (Comprising areas under 13 Itanagar assembly constituencies), Lohit and Changlang. In the same period from 2005 to 2013 Dibang valley, Anjaw and Tawang recorded least rape cases.
Capital City is fast emerging as the ‘kidnapping capital’ as it occupies top slot in kidnapping related incidents. Changlang and West Siang district occupy number 2 and 3 positions. 193 citizens have become the victim of kidnappings in the state capital. However, police sources believe that graph may be higher as many citizens do not report the matter to police and deal directly with the kidnappers.
Lohit district recorded the highest murder cases followed by Capital Complex, West Siang and Changlang. Dibang Valley, Anjaw, Tawang and Papum Pare (Rural) are the most peaceful districts of state as they recorded the least crime incidents.
Whenever any crime takes place, the most important question which comes to the mind of every Arunachalee is, will the accused be ever punished?
After going through the data, it looks like even though the criminal incidents are
on the rise, the courts are battling the backlog problem. The question that remains
is whether victim of criminal incidents will ever get justice in this land of khushi-
Citrus decline alarming in Arunachal
ITANAGAR, Nov 2: Arunachal Pradesh Horticulture Research and Development Mission (APHRDM) has said that there was an alarming situation of “Citrus Decline” in the State, especially in Lohit and Lower Dibang Valley districts, affecting orange cultivation in large scale.
“Hundreds of hectares of Orange orchards are being abandoned as the decline has completely engulfed the plantations and spreading to other areas. There is an urgent need to arrest the problem before it spread to other districts which will be a total disaster for citrus industry in the State, said APHRDM MD Egam Basar, in a release.
As per the survey conducted by APHRDM in the two districts last month, the situation was highly alarming, especially in Wakro, Roing and Korunu circles. In one of the plantation, a farmer had to abandon an orchard of 10500 plants due to the decline. The problem is also reported from East Siang and Papum Pare districts.
Citrus Decline is caused by many factors. However, the survey team suspects three causes; Nutrient deficiency (especially Zinc deficiency), Citrus Greening disease and Viral infections (Tristeza and Yellow corky Vein virus) to be responsible for present crisis. Greening disease is caused by gram negative bacteria which get into orchards through infected planting materials and later is transmitted to other plants through a fly called Citrus psylla. Control measures includes both controlling the bacteria as well as the insect carrier.

He also advised the farmers not to bring in planting materials or seedlings from outside the area without proper verification and also advised to destroy the badly affected trees or branches and burn them to prevent further spreading of the disease. Maintaining weed free garden is very much essential for preventing Citrus Decline, he added.

“It is really amazing to choreograph all these different types of dances. Our region is full of such wonderful dance forms. It was really a dream come true to see all these forms together on a same stage. I hope people have enjoyed it,” Gogoi said.
Discover North East has been conceptualized keeping in view the enchanting and colourful culture of the North East Region that deserves higher appreciation and respect. NEZCC is of the opinion that the atrocities faced by North East communities in other parts of the country is primarily out of ignorance about the region; and therefore a concerted effort is deemed appropriate and need of the hour to showcase the best of the North East way of life, which needs to be realized first within the region, and the same needs to be taken forward to the rest of the country to garner respect and appreciation.
The programme also witnessed traditional food mela, book mela, crafts and painting exhibition among others.
NEZCC director Lipokmar Tzudir said that it was utmost necessary to successfully conduct the programme for the region and its people.

The celebration was marked by display of handicraft items crafted by the members of the church followed by presentation of cultural items by the church members including Sunday school students.

Swachh Bharat Abhiyan
AALO/ITANAGAR, Nov 2: Nyiko Bango comprising Logum Jini, Eyi and Biru villages has launched Swachh Bharat Abhiyan with the theme “Clean Nyiko Campaign” yesterday.
The first phase of the campaign started at Eyi village with enthusiastic participation by army, public leaders, officers, intellectuals, businessmen, GBs, women, youth, students and general public yesterday.
Addressing the villagers on the occasion, PHED Chief Engineer Tagom Ketan said that health, education and sanitation were most essential for the people and government has given major thrust on these important sectors through various flagship programmes but no visible development and changes could be seen at the ground level. He suggested the villagers to build individual household latrines so that department can provide assistances as per government norms.
The Padyatra and Social Service organized on the occasion was flagged off by Lt. Colonel B. Pattanaik of 1 Bihar Regiment.
He hailed the self regulatory measures taken up by the people of Nyiko Banggo as a noble effort and assured that army will extended all possible help from its side for such noble cause.
The villagers cleaned the surrounding of the village, water tanks, platforms, drains, disposed the collected garbage and maintained water pipelines, public toilets during the cleanliness drive.
Dustbins were provided to the schools and ornamental trees were planted in the premises of the school on the occasion. Besides, awareness meeting on health and hygiene, proper sanitation practices etc was also held. They also decided to award the cleanest man and woman, best sportsperson and household of the village.
The Banggo also organized football and volleyball matches to mark the occasion. The PHE department also demonstrated and distributed Water Testing Kits to the villagers.

A cleanliness drive under Swachh Bharat Abhiyan was organized at Palin town by Palin Modal BJP yesterday.
Office bearers from state BJP, BJYM, Kurung Kumey district and public also joined the social service.
Later, the BJP team visited Missionary of Charity Nirmal Hriday (Santidan) at New Palin, an orphanage, and distributed sweets and fruits to the inmates. They also spent some moments with them. The team also cleaned the surroundings of the orphanage.
Arunachal Civil Society ‘also organized cleanliness drive as part of Swachch Bharat Abhiyan’ at Itafort on November 1 last.
During the cleanliness drive members of ACS cleared weeds, drains and garbage.

Ganga cleaning should be continuous process
Prime Minister Narendra Modi during the general election campaign had promised that river Ganga will be cleaned by his government. In the past successive governments had made similar promises but Ganga River continuous to get more polluted. No proper action was initiated for the cleaning of Ganga and promises remained on paper only. Supreme Court of India recently came down heavily on Modi government for failing to clean Ganga.

the source of pollution of the holy river so that further action could be taken accordingly.
The teams to be drawn from different wings of the ministry of water resources would
inspect various drains of the river during winters as there is no flow from the glaciers
then, which will give ample scope to them to locate the source of discharge released
by industries and other polluting factors. The exercise, which is expected to be
completed before the commencement of summer, would be subsequently carried out in

Why didn't GoAP renovate the roads when local people suffer every day? Why GoAP renovates it when the president of India is supposed to arrive? There is high level of corruption in every department of GoAP. Like the rest of the country it high time for the leaders, bureaucrats and people of AP to work for progress, development and corruption free society.

Improper selection process

Dear Editor,
Through your esteemed daily, we would like to draw the attention of concern authority of SSA, West Siang District (A.P) for improper advertisement of educational qualification for the post of Accountant in various residential schools of West Siang.
According to 21 Sept 2014 advertisement by SSA, West Siang District, the educational qualification of Accountant was B.A/ B.Com/ BBA which is completely against the prescribed norms of the recruitment policy.
Other district invited B.Com./BBA for the post of accountant except West Siang District SSA Authority where B.A candidates were invited for the post of Accountant.
Meanwhile, in the admit card, it was written that examination will be held in General Studies and Commerce. And also the examination purely covered commerce syllabus.
Meanwhile, B.A students secured top rank in written examination but B.Com/ BBA students did not even qualify. We are left wondering how B.A students can compete with B.Com students in commerce subject.
Some of the B.Com/BBA aspirants were disqualified based on written examination and some of them were deprived during Viva Voice interview.
Most of the candidates selected as Accountants are B.A graduates.
Considering these facts, we request the higher authority of the concern department (SSA) to look into the matter graciously and request for fresh written exam for the post of accountant.

Igu Dance of the Idus
Dear Editor,
I am very much delighted to read the news item published in various local dailies of 31st October’2014 that the Igu Dance of Idu (Theme subject) has been shortlisted and is placed now for final selection for the Republic Day tableau parade, 2015.
However, on closer look at the photo published in the 31st October’2014 edition of the local dailies, I could notice that some important cultural elements of Idu’s are either missing or shabbily depicted, which may require improvement. Since the tableau is subject specific, the tableau designer can take care of some of the rich cultural elements of which are connected to Igu dance of the Idu’s.
1. The traditional Idu house is shabbily depicted which requires more artistic design. The craftsmanship of Idu’s are known to all and more artistic elements could be incorporated to make it a true replica of an Idu house depicting their craftsmanship skill.
2. When we enter an Idu house, a common sight is that the porch of the house is decorated with trophies in the form of shining Mithun/ Buffalo heads, and a single post on the porch called “Atiathola” in Idu dialect is also missing.
3. The background textile motifs where the unusual two trumpets are displayed seems to be of Adi tribe gale design/ motif, which could be replaced by one of the beautiful and ethnic Idu textile designs to fit the Igu Dance theme of the tableau parade.
4. Without Mithun or Fowl, the cultural elements of Idus are incomplete. I would suggest a Mithun model be replaced in place of one of the Igu dancers near the tree and the drummer (subject to traditional permit) could be shifted to the bamboo platform near the main Igu dancers.
5. Since Republic Day tableau parade will be seen by the people world-

Through the column of your esteemed daily, I want to thank state Govt for up gradation of Ruksin SDO to ADC post.
It is a fact that all the communities in this area wanted it to be upgraded as it is situated between Assam and Arunachal boundary. We do hope that common people of the area will not face problems in official works and law and order situation in near future.
Really, the long felt demand of 37th west constituency has been met by the government.
This is my sincere request to all local leaders and common public that we have right to participate in area development programmes. Therefore, all projects should be taken up for the development of the area but on the basis of political affiliation. There must be zero tolerance if anyone tries to do so and every individual and organisations must be aware of it.
